Deuteronomy Chapter 28 is historically referring to the Israelites exile to Babylon around 587 BCE. Their crops will not grow, and their children will become slaves. Without food, the people will commit atrocious acts to survive. In this section Moses warns the Israelites to listen carefully to the voice of God and heed his commandments given previously.
